Somewhat archaic now the cup-tied rule was introduced in the FA Cup yonks ago (30's/40's or perhaps even earlier than that) to stop teams buying up players who could boost their chances in the later rounds of the competition.

Not absolutely sure, but I reckon it might have pre-dated the old transfer deadline, which was mid March & was introduced to prevent clubs threatened by relegation, for example, bringing in a host of new players for the last few vital games.

Surely it's more that if a player has already had an affect on the competition it would be wrong for him to then play for another team in it.
