I presume they know they won't get anywhere near the target but in their strange little world believe that kind of 'incentive' will soften the blow of a price increase.
There's probably a misguided belief the fans will blame each other for not hitting the target.
The club's PR is shocking. There are other solutions but the owner is surrounded by 'Yes men' and has clearly lost interest.

Will it be frozen? I thought it would still increase, as it will if we stay in the Championship, so would still be paying more than this season.
