Sadly, that isn't the definition of 'fit and proper' used by the FA.

Is it worth addressing an incipient problem before it causes real damage? Yes. We don't want to wait until we're in League One, no crowd and struggling.

As far as I understood it, it wouldn't be a 3,000 capacity as works would be undertaken to bring it up to a minimum 12,000 with scope to go up to 25,000.
