When legitimate protesters took to the streets during the Arab Spring he claimed it was being lead by Islamic extremists. And to reinforce his propaganda he emptied his jails of former Qaeda fighters and let them get on with it in the north of the country which lead to the Caliphate in Raqqa.
It them gave him the excuse to crack down very hard on legitimate, moderate rebels.

We could have done something about it in 2013.
Indeed, and the EU could have done more in January 2011 in Tunisia. Instead of which we had the French Foreign Minister at first offering support to Ben Ali! Result - Tunisia now provides more foreign ISIL fighters than any other nation. It wasn't like that when I was there.
