That little kiddie would have been looking forward to the concert for months. Probably didn't sleep the night before due to pure excitement.
Minutes before she dies she would have been jumping up and down, singing along.

tragic as this was, on average one person a day is killed bya drink driver, and 3000 a year seriously injured
1700/1800 are killed in vehicle accidents every year with another 25,000 seriously injured.
Are those lives and injuries any lesser hurtful or sad ?
ALL 'sudden' deaths have a sad side. Sad for the families and friends who have to cope with the loss.
Yes there is a recognition that being in a train, car of plane carries a degree of risk and therefore those deaths are the terrible effects of those risks - where this was a totally unnecessary mindless act of violent killing .
However the words of John Donne may explain it better -

My two are 7 & 9. My little girl was at a concert on Friday and came bouncing home in the evening.
Not ashamed to admit that I shed more than one tear today, listening to Five Live all day.
Can't imagine the loss the families are feeling.
