All very admirable, but i'd worry the PL would just cut back funding to other programmes instead. Interesting use of the word 'profit' too, as most PL don't make profit.
Assume they mean income and redistribution is already at 3.6%. Is the issue how they spend what they do get? [Post edited 27 May 2017 11:14]

You would hope so, or we'll have some clever accounting to get round this.
