Cole Skuse and Ellis Harrison drop to the bench but Gwion Edwards misses out with a minor quad problem.
Teddy Bishop, who last played on Boxing Day, and Danny Rowe are among the subs for the first time this season.
Exeter include ex-Blues Lee Martin, who makes his full debut for the Grecians, and Troy Brown.
