German clubs do tend to actually care about their fanbase a bit more. |
The German and Italian markets have been like that for a long time. Juventus used to average only 20,000 in their previous stadium. German football is backed by very strong commercial sponsorship and industry, and has not needed to rely on over inflated TV packages or rip-off ticket prices. |  |

I'm fairly certain that german clubs would be even higher up there, if they simply had bigger stadiums. Bundesliga had something like 90-95% capacity rating.
They really care about their supporters and fanbase there, and not just a milking cows.
