I'm not sure that's entirely true.
Fulham is always well supported, QPR last season on New Years Day was all but sold out, Palace last night was close on 2000, Brentford always sells out.
I'd be very surprised if we don't at least sell the top tier. I suspect a lot of fans are holding off to see if the lower tier is released.

I know somebody who works in the ticket office and they told me last Saturday that no lower tier tickets would be available until the top tier is sold.

I think the problem is that if we don't sell out all the tickets for both tiers we have to pay for the non-take up of tickets.
As you say we probably would sell out both tiers but then there is always a chance we might not and you can see why the club might be reluctant to take the chance. | | | |

When the lower tier is 5 times better than the upper (for the same price usually as well), you can understand why people would hold off.
It worked last year. I'll give it a few more days and then bite the bullet if I have to. | |
