You assume that our security services know when someone is radicalised to the point of wanting to commit a terrorist attack. They don't, in the main. They know when someone had looked at some websites, or been to a mosque where a preacher has a questionable outlook on a certain passage in the Quran, or has posted something anti-Western on Facebook, or been seen at a counter-demo.
