They spent "record" amounts because the UK population and economy grew and because of inflation. These means the amounts being spent are bigger in pure numerical terms, but in relative terms, they aren't, and have actually been going down.

I was referring to drug users, not specifically suppliers. But majority of drug dealers easily roam free. At least one will live in your road, along with many users. | |
