They have in the pro and semi pro game.
The inconsistency is staggering and needs looking at.
To demonstrate this, I have had two U14 players booked this season for ‘are you having a laugh ref’ and ‘you have to listen to him’ when a team mate was complaining about being consistently fouled. Neither involved swearing or aggression. Nobody knows where the line is any more. |  |

If you swear at the ref in village football 9 out of 10 times your sent off.
