It is a security problem & a real one.
Take a look at the list of questionable countries that Mr Fox is aiming to have trade pacts with and you can quite easily see why no senisble country would ever want to share secrets like aerospace with them. | | | |

You must remember that many of the rukles & reg's forming the original EEC were written by English lawyers /politicians.
Much of the way the EU conducts business e.g. single market was Mrs Thatchers doing & the enlargement of the Union to include many of the Eastern bloc countries were tory ideaology to stop them from falling back into a new Socviet bloc.
