Yeah he will, counts as 'home grown' regardless of which country he plays for as he was registered at English clubs for at least 3 years whilst under the age of 21. As an example, Cesc Fabregas counts as 'home grown' under premier league registration rules despite being a Spanish international as he joined Arsenal at the tender age of 16. |  |
