Twitter and Facebook are very dangerous because as you point out people only read/see/hear what they want to. We have more knowledge of the world literally at our fingertips and yet we’re regressing as a species. Dragged down by frothing lunatics.
I agree they will only see what is in their echo chamber which is a huge problem with social media.
I don't fully understand her point though. She is trying to say the two regimes are different (Medvedev as leader and Putin as leader) but in many ways they are pretty much the same. When Medvedev was President, Putin was PM and the only reason Medvedev was leader was because Putin could only serve two consecutive terms. Medvedev then changed the law so when Putin came back after his one term the term length was increased to 6 years hence we have Putin until 2024 at the earliest. Medvedev then went back to being PM under Putin. The same could easily happen again in 2024.
So not entirely sure there is a distinction like she is trying to draw. They even described the Medvedev presidential term as "tandem rule" within the media:

Then Putin realised to maintain power he needed a siege mentality (Mickesque) and went on a whole series of very silly actions - including assassinations, Crimea, cyber attacks
Nothing can detract from the current US President resorting to such pathetic and misleading actions on social media, purely to deflect attention from his own incompetence
