Who, in public office, buys three pieces of equipment. The key points about these three pieces of equipment are:
1. In the four years since they were purchased, they've cost over £320,000 (including purchase costs, maintenance and storage).
2. They've never been used.
3. It would in fact be illegal to use them in England.
4. Point (3) was known at the time they were purchased.
5. The initial vendor has placed limitations on the resale of the three pieces of equipment which mean, to all intents and purposes, they can't be resold. These restrictions were of course signed off by the purchaser at the time of acquisition.
