This sums up the total inadequacy of the situation

“In documents outlining the agreements, the DfT states that an "unforeseeable" situation of "extreme urgency" meant there was no time for the contracts to be put out to tender - the standard practice for public procurements.”

I don't think there are any British Ferries left for chartering, another Thatcher F.U.

The real issue is probably not congestion but scheduled sailings. If the farrry cannot complete embarkation of dis embarkation in the alloted time it would probaby be liable for lay-can fees which the ferry companies have said they will not accept as the delays are not of their making.
These boats will probably be used to load after the regular service vessels have departed 'on time'.

BUT, it's still a DfT cock up = look who the Sec of State is so, No surprises, whatever happens
