We go down to league one and lose even more money. Does this mean Evans has to put in more dollar to keep us afloat. In addition will some stands close due to potentially smaller crowds and worse case scenario could we end up playing at somewhere like col who because the stadium rent or rates are not paid?

There will be cuts to reduce costs. But our biggest costs are our player salaries and a lot of those will fall contractually anyway (our contracts have clauses reducing wages in the event of relegation).
We may close certain tiers, if it is felt too expensive to keep them open (ie, we could save more from closing them than we make from selling tickets in them). But nobody knows whether that will happen. It is all guesswork. FWIW, my guess is that we would only even consider closing a tier if we were down more than one season.
