Presumably officials in the UK have been analysing intelligence and assessing the likelihood of further attacks before making an announcement.
The consequence of this 'advice' is that holiday companies cancel everything. It's a big decision for the government: you're taking a big step towards wrecking the Sri Lankan economy, a country that doesn't have a very strong economy as it is (tourism only recently started to get back into full swing after the civil war). I'd imagine most western countries will follow suit.
A great shame, particularly as it's something the terrorists will have wanted.
