Which is what makes the European Union so imperfect but so interesting and useful. It's all a bit 'cometh the hour, cometh the man' as the migrant crisis has often brought out but in less than wonderful situations. All the drownings in the Mediterranean, refugees charging across Hungarian fields only to get tripped up (even though the existential threat of 'loss of culture' is likely to affect Germany), Sangatte all those years ago. But at least it gives the opportunity of a balanced response. Perhaps Orwell got it wrong and that the mechanics of chance and the relative positions of talents, strengths and weakness will always confound attempts at equality. I maintain that co-operation and organisation will always serve to mitigate the worst inequalities though. | |

If each country had exactly their share of seats, Malta would be eligible for less than one.
