Simply another example of individuals, regardless of background, ethnicity etc, who do not believe there is any jeopardy in undertaking illegal acts.

They don't believe they'll get caught, if caught they will engage a lawyer who will pick loopholes in the technical niceties of Police documentation, and the victim will be forgotten in the need to protect the rights of the accused.

Regardless of the group this sort of behaviour has always existed, it's just what happened in Victorian London would not have been on the radar of folks living in Suffolk.

I remember my first boss, in the mid-80s, used to go on about football hooligans, then cited how hard the teddy boys were in the 50s/60s and how they carried cut throat razors.

For the hard core criminal element there is no deterrent, which is why the punishment should fit the crime.
