However, cities outside of London also need massive help - Manchester is growing at an astonishing rate with little mass transport in place.
It's essential to upgrade Northern rail that serves Manchester even if it's just to replace the old stock of 30/40 year old train sets. No money has been earmarked so no replacements can be designed/built.
We're already at the consultation stage of the Bakerloo line extension. The line will be built and this is just mulling over the details.
There's 2 classifications of "Essential" - 'London Essential' and 'Not London Essential'. The first one gets the money and the second one is a promise made at election time.
