Because he thinks getting his deal through will help him win a GE, which he needs to do some time anyway, having no majority in the House. Also, if he fails to get it through, he can blame that on the opposition and hopes to profit thereby. | |

Because, with violent DUP objection plus LibDem/SNP/Lab (mostly) hostility, his chances of passing the deal - especially unamended - are marginal at best. Plus he thinks that it's his best chance of winning and can't do a lot besides, having no majority in the Commons. | |

Tactically, Labour might prefer to force Johnson to expose his deal to amendments in the Commons and only then go for a GE. Or they might want to trigger a Vote of No confidence and have an election at a time of their choosing. | |
