How towns get these sums: They're sent a pack of info and a form. The pack of info tells them what sort of things they can spend the money on, and how to complete the accompanying form. The info pack will be about 150 pages long, and the form will have 237 sections to complete. None of the things the money can be spent on will be anything that any of the applicant towns want, and even if they did, the instructions and the form will be impossible. So the votes are won and no money is spent. The government and the Treasury are happy. The conned voters aren't. | |

I'm afraid the info pack + form and the people needed to input said form into a computer and the analysts required to analyse the information and then produce a glossy brochure to present the findings will cost the whole grant. There won't be any money left to pay for the shredding of the forms and the glossy brochures. That will have to come from council funds. Council Tax going up I fear. | |

The Joint Terrorism Analysis Centre is an independent institution, part of which is so terrorism warnings and the like can't be used as a political football. Information is shared, granted, but the government can't pressure the institution to amend the threat level, as it is based on internal JTAC assessments.
