If they've already ranked the teams 1 to 4 in each section surely the venue for the final leg should automatically be the higher ranked team remaining.

Apart from the top two qualifying in each group, I have spent the process scratching my head working out what the permutations were.
Finishing last in your group, but still being guaranteed a play-off place.
Group tables with teams in third and fourth place in bold and asterisks.
Not sure why the Nations League thingy had to have such an impact on this. If they wanted a few minnows in the tournament, they could have just split the qualifying groups. |  |

A tortuous qualifying process, which the pointless Nations' League was supposed to simplify. Now we have a round of play-offs to try to determine who is going to help bring the numbers up to a superfluous 24. Then we spend a tedious group stage to eliminate 8 countries which probably shouldn't have been there in the first place.
What's wrong with 8 qualifying groups, from which the top 2 in each qualify and then a nice, simple 16 team finals with 4 groups of 4? |  |
