Rates are designed to bleed off as much as possible - usually beyond reasonable capabilities - rather to encourage business and the growth trade can bring.

I think you may be missing the entire point. Ipswich is hardly closed for business. Everyone would love new stores to open in those buildings and create jobs etc. Truth is, buildings like that are too big and the concept is outdated.
