Allow a bit more time - there will be trains but they'll be very busy. One fast and one slow train an hour, with risk of some cancellations.

You can also get to Portsmouth from Victoria via Brighton/hove/littlehampton. Takes a bit longer but is also cheaper from memory. Southern trains do a 'day ranger' ticket for 20 quid if booked online at least 3 days beforehand.

SWT have been, on the whole, fine, if you leave early enough to risk 1 cancellation.
