Having spoken to several people who know him personally (and not all by any means of the same political persuasion), he apparently is a decent man who wasn't happy at what Universal Credit was turned into (by other, more financially orientated ministers).

I'm not speaking as a sympathiser with his politics or position (particularly on Brexit) and am well aware of the damage done to people's lives by UC. Just relaying what has been said by some whose opinions I consider worth listening to.
