Where are they to be kept, or are the homeless to wander about with them all day ?

What happens to any posessions or any dog while they are in there ?

As it is one inside the other when not in use any exposing to the rain will see the bottom one allow water into it

Whereas in a sane society thought would be directed to asking why so many folk end up homeless, and how could society better use it's resources to end this obscenity.

But then it takes a brexiteer to remind us that this is not a sane society.
