It's not a decision that made in isolation that doesn't effect others. It puts a burden on the health service if they contract it and stops other vital services being offered.
It's an inherently selfish decision made based on a poor understanding of science and the belief that someone else will solve their problems for them by everyone else taking it.
For instance, how can one be "anti" anything that hasn't yet been invented? All arguments are based on other vaccines or incidents which is fallacious at best, dishonest at worst.

But perhaps those who choose not to be vaccinated should be subject to certain limitations- regular testing, having to wear a mask, or have an app to alert people nearby...

So many of the world's current problems are a result of this short sighted 'individual' over 'communal' outlook.

Any COVID related care they eventually and inevitably receive should be paid for out of their own pocket if they refuse the vaccine. I don't want to see the NHS and the tax payer have to foot the bill for the care people that could have quickly and easily avoided catching it. The same goes for those who continually and persistently want to flaunt social distancing guidelines.
If you're going to stick your fingers up at the fellow members of your community, you should have no right to expect them to catch you when you fall.
To be honest, I wouldn't even lose much sleep if we just said 'whoops, no care for you at all' to these people, actions have consequences after all, but I know that I'd definitely be in the minority on that one.

No but maybe people like me who saw the results of Thalidomide are naturally skeptical of a vaccine, drug that hasn't had years of testing
The active ingredient of a vaccine is the denatured, weakened or nature-identical variant of the disease in question. Everything else in it is the suspension to keep it safe. Active ingredient aside, they're pretty uniform in composition and, as we all know as near-perfectly safe as you're going to get.
