We may be close to the cap, but could we still get in a couple of Premiership youngsters for example?

Wages of loans players are counted. Would be silly to expect there not to be an anti-avoidance rule re loan fees.

I expect where we end up is having to sell players in exchange for a number of loan signings.

I assumed as long as they are U21 they won't count. Or is it only U21 if own players?

Yes they do, from the article:

“When calculating total salary spending, the ‘cap’ includes: Basic wages, taxes, bonuses, image rights, agents’ fees and other fees and expenses paid directly or indirectly to all registered players.

“Payments directly linked to a club’s progression in cup competitions or promotion are excluded from the cap, while any income generated from players going out on loan is deducted from the club’s salary cap calculation.

Yea, my understanding all player's U2 loan or others do not count. Should fit well with the 5 point plan

"We will not be paying you a salary, however we will pay you this rather enormous signing on fee in instalments over the course of your contract."
