ONS have stated today that we have had the lowest infections fate for some time yet the average 7 day infection rate has/is increasing??

The infection rate and the number of positive tests are different things.

As you increase tests, you would expect to pick up more positive cases, even if thr rate of infection is flat or falling. You would also expect to find more cases if you use track and test approach.

The ONS fortnightly survey gives a better estimate of the overall level of infection in the UK, which has been falling /steadying over recent month or two.
