However, as the restrictions relaxed, very few of us properly followed those restrictions, and hence we are where we are today.

The rules were largely relaxed in response to Unelected Bureaucrat Who Has No Ties To Russia Honest Domiinc Cummings breaking guidelines(and likely the law) and the government ultimately lost all moral authority when attempting to deliver guidance.
