What is crazy is that Ipswich, Colchester and West Ham are in tier1/2 they can all safely accommodate the same number of fans. Surely it cannot be just as safe at ColU's ground as at Portman road or London Stadium

I'd have gone for a % of capacity myself - but it is what it is. Maybe the worry about fans on trains / buses is what led them to go for a fixed number?

I think a lot of it is about arrival and leaving the ground which is going to be fairly similar for most grounds.

This is also why the fewest stands necessary to accommodate the number of fans allowed whilst still keeping to the requirements is likely to happen. I would imagine 4,000 could easily fit into 2 of the stands. Whether they go with one tier each of the two side stands or two tiers in an end stand (presumably North) and a tier in one side is another question.

Presumably a ground that can only hold 8,000 won't be allowed to have 4,000 in.

They have gone for a % of capacity - 50% up to a maximum of 4,000. We happen to be one of the lucky ones with a capacity of over 8,000, so the cap applies to us.

Reckon you are right about the travel being a factor in setting a cap at all, and can't imagine away fans being permitted any time soon.

Have they really said 50%? So you could potentially have a fan in every other seat? That is going to be very little social distancing isn't it? Don't most of the smaller grounds have terracing too? Can you imagine terraces at 50% capacity?

Lots of logistics to be worked out by people much cleverer than me, but I imagine they will try to have 'bubbles' of people sat together with at least two seats to the next bubble.

50% of up to 2000 capacity indoors too.

As you say, I am sure a lot of bubbling where possible but I can't see how you can get even close to 50% capacity and keep at least 1 m let alone 2 m distance without plenty of decent sized bubbles. It is more likely to be like classrooms with the "where possible" proviso that effectively means no social distancing at all except between the stewards and the crowd.
