Lots of dysfunction at play here. Firstly, people still going on holiday despite how ludicrously stupid it is. The Swiss Government individually tracking down 10,000 Brits feels a bit heavy handed to pursue a retroactive quarantine and then making local cantons enforce it. I might be being binary but I've no idea why borders are open across Europe. Bar perhaps diplomats or nationals returning home, I see no need for people to travel at all.
