Think they've known for a while how devastating what they're doing is, and they've just ploughed on regardless - this year will be about the Tory party gaslighting businesses, and Kier Starmer being too scared of upsetting what's left of the Brexity lot to do much about it.

Whilst not denying how appalling these people are, surely DEFRA has a while bunch of employed civil servants whose job it is to advise their ministers on the specifics and how they relate to the ministry.
Was it a 2 part piece? Maybe that's the next thing that comes out.

Whilst not denying how appalling these people are, surely DEFRA has a while bunch of employed civil servants whose job it is to advise their ministers on the specifics and how they relate to the ministry.

The amazing part about this story is that she had the balls/honesty/stupidity* to admit to Lords subcommittee that she couldn't be fecked to do her job.
Obviously people need down time, but you'd think when a long expected critical agreement lands and there's only 24 hours to scrutinise it that you'd make yourself available whatever else is going on in your life (family emergencies aside).
I conclude that her actions here don't actually matter, as Johnson was going to go ahead irrespective of whatever she thought about the deal. So in that regard I have a bit of sympathy for her as she's just another scapegoat for Johnson's incompetence (badly negotiated deal, no time for scrutiny).
And I do hope that these awful reports coming out of the fishing ports of Scotland and the NE are just teething problems. It doesn't sound like they are as the extra paperwork is apparently always going to add delays, so the industry is Donald Ducked. But I hope somehow they find a way to minimise the damage as it's obvious they've been used and there was never any real interest in their industry.

And the only time the vast majority of leavers will acknowledge any of it is when it hits them directly and personally (like the video of the regretful ifh market guy that's doing the rounds). Which it probably won't do for the majority of people and especially social media warriors, so we'll still have a large number of people failing to acknowledge that it was a monumental act of self-harm and still supporting this Vote Leave Government. So depressing.

Yes, many people didn't expect any negative consequences to affect them, to be fair most who voted leave did so because they were told there would be no downsides.
One of the good things about the structure, rather than the depth, of this deal is that it at least allows a platform to build back a stronger relationship with the EU. Identifying areas where the UK public are happy to cede sovereignty for economic benefits might allow a political consensus in a way that any attempt to rejoin the EU wouldn't.

In answer to you question, DEFRA was one of the key government departments in the run up to Brexit. What it is responsible for was and is extremely complex. While movement of everything between UK and EU wasn’t known about before 2016, as a key element of brexit planning, it was by 31st March 2019 along with border requirements each way in the event of no deal. If the minister really didn’t have an understanding, I’d be amazed. Gove as ex DEFRA dude would have done.
The imposition of rules by the EU in the way they appear to be doing it looks purely political to me. From an economic perspective a 6 month adjustment period, which I believe the U.K. is operating on imports, is entirely sensible and of benefit to U.K. and EU business in the long term. The risk posed by agri-products, for example, doesn’t change overnight. It does of course over time. Businesses here and in the EU (people’s livelihoods) will be unnecessarily harmed by this approach and personally, I don’t see any benefit in that other than to the ‘I told you so’, ‘you brought it on yourselves’ brigade.
