Might be allowed slightly more by then. There were 25,000 at the Super Bowl in Florida and they'll be 30,000 at Wrestlemania. There were also other NFL crowds of decent sizes.
Surely Wembley could hold 20,000? If trends keep improving, who knows?

I’d imagine they may allocate the spare tickets from previous data I.e on how many games non ST fans have attended in previous seasons.
