Not a fan of Boris but some context
- He was speaking to the 1922 Committee, who effectively represent the capitalist right wing of his party. He is talking their book, even if the comments were ill judged and open to a lot of political interpretations. - He is trying to keep the 1922 C on Board. They are pushing for Boris to reopen the economy much sooner than the governments own (ambitious imv) plan and are threatening to vote against the government this week when it seeks to extend the Government's emergency Covid powers until the Autumn. I think it will be voted on tomorrow? - The UK were quick to sign agreements with vaccine manufacturers to ensure that we are at the front of the queue when vaccines became available. There are differing views on the merits of this approach, it is though what a number of wealthier countries have done. - The pharma industry have been supplying these vaccines globally at cost, so are likely to be losing money as resources are diverted away from more profitable research and commercial activities. I think the industry deserves a lot of credit for how it has acted - pooling resources, including manufacturing capacity and for producing vaccines at incredible scale and on a not for profit basis.
I suspect that this comment will be used repeatedly by his domestic and EU opponents. It was a stupid political mistake and not the first time he has misspoken.
The 1922 Committee don't represent the capitalist right wing of the Tory party. They are every Tory MP who doesn't have a ministerial position.
That said, by definition all Tory MP's, Ministers or backbenchers, are capitalists.

The point I was making was that there have been instances of confidential Cobra meetings concerning covid, defence or and terroism that have been leaked to the media when at the time is was not in the national interest. Politicians and perhaps the rest of us also are not as trustworthy with our tongues as we used to be. If you want to put yourself on the pedestal of believing those who differ from your view are lapping up BS and spin so be it.

The AZ vaccine was developed using public and charitable funding by a higher education institution. It is being produced at cost price. Greed and profit are nowhere near this one, which is providing us with the vast majority of our doses.

It is a little more nuanced than this.
Oxford Uni did develop the vaccine using public money and grants.
However, Oxford Uni and UK government have been working together from the start of the pandemic. The UK government were prepared to sign early contracts with vaccines manufacturers to help de-risk their investment in manufacturing capacity and stock. There were two conditions, the UK would receive the first doses and the vaccine needed to be made in the UK. Oxford partnered with AZ, they had originally proposed working with Merck. Hancock, to his credit, was concerned that Trump would block exports from the US to the UK, and was keen to secure control of the supply chain.
So, if anything, it is a public/private collaboration. You are right that AZ are supplying vaccines at cost. There is also a fair degree of commercial (capitalist?) UK government involvement, which has helped us to achieve vaccination rates way ahead of most other countries.
