It's not really Harrop's fault he is paid X, it's entirely the fault of his club. If he doesn't try and fails then he won't get X in his next contract.
I also doubt some of those salaries. For instance, Assal has played 8 times this season and scored 3 goals but you are claiming he's on 13000 per annum which is actually just about spot on the minimum wage and below the London living wage.

I'm always a bit sceptical of these things. Back in the day when AFC were on their way up there was resentment from some other non-league sides that they were paying (or at least were perceived to be paying) four figures a week to players at Conference level so I'd be surprised if their wages are quite as low as that. Even Harrop's wage seems, remarkably given how poor he's been here, a bit on the low side for a player around the first team picture at a middling Championship club.

The frustrating thing is Harrop really has been a player with promise before he came here - we've seen nothing near what he has been capable of in the past.
