Nowhere does it say amber countries are open for tourism. ONLY green countries. That is literally what the green list is for, to tell people where they should go on holiday. Sorry, but am pretty sure you are wrong on this one. Before today you had to make a declaration why you were traveling. To travel on holiday was not a legal justification (as was needed) and you could be fined for doing so. Today, that is no longer the case. You no longer need to declare why you are traveling.
