It's pathetic.
The only good thing is a secondary transgression will result in a 30pt deduction apparently and much bigger fine.
At the risk of sounding thick - what’s the point in threatening a point deduction? If, in the future, they decide to resign from the PL and go all-in into a European Super League then surly they won’t care one iota about where they finish as a result of a point reduction.
A more pressing threat to English football is when the PL decide to reduce relegation to two teams then one. Probably will be on the table within the next ten years.

The current proposal was to stay in the PL and have the Super League on top.
Agree, if they wanted to go off and completely break away this doesn't help.

The points deduction would again be financial in it's end game but would cost the clubs a great deal more , not in terms of the finishing position in the Premier League but ironically the funding they wouldn't get for NOT qualifying for the Champions League
The truth is it would have to be something they'd agree to otherwise there would be lots of legal challenges, then the only winners would be the lawyers.....
22M in prem league is peanuts, if the prem league donated that money to the leg 1 and 2 teams that would go a long way to seeing some clubs through next season.
