I'd be pretty annoyed if my workers kept picking up an illness and being on full sick pay if there was a free vaccination programme for that specific illness that they chose not to be part of.

Ultimately, prolonged or repeated absence from work due to problems from an untreated illness can be grounds for dismissal on inefficiency grounds. Particularly when a treatment (in this case a demonstrably successful vaccine) is readily available.
