I'd be very surprised if they're not. It's about investment now, and to get a return on that then they need to check things like character otherwise the investment won't rise.

Investment can be short-term though - sign a player one summer, sell him the next. Burley talked about signing characters who could help him bring through youngsters. Much longer-term.
