The 3 Lions decide what money the club needs (based on what Ashton has told them, having consulted with McKenna).

Steed then decides how much Arizona emergency worker pendion fund money they're actually going to get. Schwartz is in charge of making sure it's spent properly by Gamechanger.

The 3 Lions, having got their budget (plus any other investments, including their own money, along with sponsorships and commercial income) then dole it out to Ashton to spend, with O'Leary keeping an eye on how things are going.

That's my reading of the situation.

As the photo on Mark Steed's LinkedIn account does not show him with a beard, my suspicion is that it is a false beard which he wears when out in public to help him avoid Arizona firefighters furious that their precious pension savings have been frittered away on a lowly football club in a far distant land.

I got the clear impression he called the shots and as you rightly say there is a pyramid thereafter .

Everything has to be fully justified and that can only be a very good thing. In many ways it will ensure all parties are tempering unrealistic , ambitious targets where there is unlikely to be a positive result.
