I’m Vodafone and had same last month in France. It was because I was on an existing contract from before a certain date when they made the change but any new contracts or when mine runs out it will move to the new charging regime. I imagine you’re the same as me so ok for the time being

I am pretty sure free roaming was only legally established in 2017, after the referendum from the previous year. So it couldn't have been part of the Brexit conversation at the time.

Some companies were already offering it though at the time if I recall correctly
