Also, why are they intent on killing the atmosphere by massively reducing away allocations? Just 650 Rangers fans at Hearts. And the old firm games now a non event with no away fans.

Presumably phase one means pre-split? The table is divided into two, whether the top half play each other and bottom half do the same, around March time.
Can't be good financially for these clubs either. Celtic and Rangers visits would hugely inflate attendances.
Hearts can generally fill the ground without the need to give Celtic and Rangers the full end behind the goal. There is also the added bonus of not having to listen to the bile spouted by a full away end.
There does seem to be an arrangement with Hibs that for the Edinburgh derby they will still give Hibs the full allocation, and Hearts will receive same at Easter Road. However, there have been a number of incidents recently with missiles being thrown from the Hibs fans and I can see a time when Hearts say enough is enough and reduce their allocation too.
