It's to avoid even the perception of a conflict of interest.
I work in a professional role, with my firm both selling and surveying properties. I cannot survey any property being sold by my firm, even though I would produce an honest report, for precisely the same reason. | |

To be fair, a league saying refs can't referee the team they support is perfectly reasonable.
And saying a ref made three bad decisions on purpose in a game because he wanted the team to lose in order to help another team.... is attacking his integrity.
You have to have SOME faith that a ref has enough integrity not to calculate decisions to help other teams, and you can do that while still saying 'it's probably much better for the optics if we don't ref the teams we support.' | | | |

This is the main problem with encouraging ex-professionals becoming officials - subconsciously or not, the potential for bias must be high. |  | | |
