What I don't understand is why the rules allow anyone who has resigned in such circumstances is allowed to contest the seat they have just resigned from.

Presumably he'd have to resign as Steward and Bailiff of the Manor of Northstead before he can stand in the by-election. Could that be refused by the monarch ("Off to the Tower with him!")? Or maybe the denizens of Northstead could sue for dereliction of duty (for, say, £5m)?
