Looks like they actually stopped paying for a whole year in 2011 in protest.
This is just them attempting to save some money - they contribute by far the most to UN institutions, however it's a drop in the ocean compared to what they spend on the military for instance.

US is often behind with it's payments to UN. They haven't paid in full for this year yet and it was due in January. At one point, two years ago, US owed UN over $3billion.
