Deliberately chosen. Red on yellow, clear danger. Stay at home, protect the NHS, save lives - a clear message with reasons why. Green on yellow - green means go. Subtle change so it is not so obvious and they can still claim the message is roughly the same. Vague trite, meaningless phrases that allow people to interpret how they choose. Stay alert (how? where? in what way and to what?), control the virus (makes it sound like the Government or we are in control but how?), save lives (simply to link it to the previous guidance and claim the message didn't really change when the second peak takes off).
